timeline for IDNs

Is there a timeline available for implementation of IDNs on .com? I can see that the ICANN Board has on March 27, 2003 "Resolved [03.47] that the ICANN Board endorses the IDN implementation approach set forth in the draft Guidelines for the Implementation of Internationalized Domain Names, as they may be amended in further consultation . . . " and that the Guideline can be implemented by presidential decision. What is the expected timetable, and in the meantime, is there any value to "renewing" testbed registrations?
